Questions to ask before you buy

  • Does a dialer make my calls legal?

No. Under the TCPA, the federal robocall law, the agency answers for consent, calling hours and Do Not Call checks. A dialer can help, but no product is compliant on its own.

  • What is the difference between power and predictive dialing?

A power dialer calls the next number when an agent is free, one line at a time or a few at once. A predictive dialer calls more numbers than there are free agents and guesses when someone will be ready. If a person answers and no agent is free, that is an abandoned call, and federal rules cap them at 3% of answered calls per campaign over 30 days.

  • What do whisper, barge and call signing grades mean?

Whisper lets a manager coach an agent without the caller hearing. Barge lets the manager join the call. Call signing (STIR/SHAKEN) grades caller ID A when the carrier vouches for your right to use the number, and B or C when it vouches for less.

  • What are Hiya, TNS and First Orion?

They run the caller ID and spam-label services that carriers use to tag calls. Free Caller Registry is a free site where you register your numbers with them. Several dialers here help you register or watch those labels.

  • Who pays for the Do Not Call list?

Each agency needs its own National Do Not Call subscription. The first five area codes are free, then $85 each or $23,425 for the whole country. A vendor's scrub add-on doesn't replace it.

  • What consent do I need?

Marketing calls with a recorded voice, ringless voicemail included, need prior written consent. People can opt out by any reasonable means, and you have 10 business days to honor it.

  • How long must I keep Medicare calls?

Under CMS's rule for the 2027 plan year, Medicare marketing and sales calls are recorded in full and kept six years. Audio is required for the first three, then audio or a full transcript. Most tools keep recordings for less, so plan to export.

  • Who registers my texting number?

Carriers require business texting to be registered, a process called 10DLC. Some vendors file it and pass the fees through. Others leave it to you.

  • Can I take my numbers with me?

Ask before you buy. PhoneBurner numbers are lost when you cancel, and Kixie releases numbers unless you port them out first. The "Take numbers with you" filter shows tools that port numbers out on request.

  • Do callers need to hear a recording notice?

Some states require everyone on the call to agree to a recording. Set an announcement or beep for the states you call.

Frequently asked questions

What is an insurance dialer?

An insurance dialer is calling software that agencies use to place outbound calls, route inbound calls and log call activity, often with texting and recording.

Which dialers offer a free trial?

How is this list ordered?

We start from a default order built on trust factors, which are how many buyer facts the vendor publishes, whether its identity is verified, how openly it shows prices, how long it has been in business and an editorial review. Affiliate and paid links play no part, and a higher spot does not mean a better product. Read how we order vendors.

How we researched this. We based this page on each vendor's published pricing where available, terms and product pages, reviewed in October 2026, together with our team's experience working with insurance agents and agency owners since 2008.
