COI Issuance and Tracking Software: Compare 5 Tools for Agencies

By the IAT editorial team | Updated October 9, 2026

A certificate of insurance (COI) is the one-page proof of coverage a client hands to a landlord, general contractor or other certificate holder. COI software helps an agency issue these from policy data, lets insureds or holders get simple ones on their own, or tracks the certificates a client collects from its vendors.

We compared 5 tools on price, where policy data comes from, self-service, contract checks and vendor tracking.

Questions to ask before you buy

  • Does it pull policy data from my AMS?

Some tools sync policies from your agency management system (AMS) every few hours. Others need staff to type them or upload a saved certificate.

  • What can insureds change on their own?

Most self-service tools let an insured change only the certificate holder. Ask what happens with additional insured, waiver of subrogation and special wording requests.

  • Does it check the contract?

A few tools read the holder's contract and flag coverage that falls short before the certificate goes out.

  • What happens when a policy changes?

Some tools reissue certificates to holders on their own. Others leave it to staff to refill and resend.

  • Is it for issuing or tracking?

Issuing tools make certificates for your insureds. Tracking tools collect certificates your clients get from vendors, and some agencies resell them.

  • Who keeps the record?

Ask whether every issued certificate is logged and written back to your AMS. That record matters if a certificate is ever challenged.

How is this list ordered?

We start from a default order built on trust factors, which are how many buyer facts the vendor publishes, whether its identity is verified, how openly it shows prices, how long it has been in business and an editorial review. Affiliate and paid links play no part, and a higher spot does not mean a better product. Read how we order vendors.

How we researched this. We based this page on each vendor's published pricing where available, terms and product pages, reviewed in October 2026, together with our team's experience working with insurance agents and agency owners since 2008.
