PhoneBurner review for insurance agents: pricing, dialing and compliance
PhoneBurner dials through your lead list one contact at a time and keeps you on the line, so a prospect who answers hears you right away. One click after each call can leave a voicemail, send a follow-up and log the outcome.
It suits solo producers and small outbound teams. Standard covers the dialer and CRM, and Premium adds texting and answering callbacks.

Our take
PhoneBurner is a power dialer for producers who work lead lists by phone. It calls one number at a time with you already on the line, so a prospect who answers hears a person right away. The built-in CRM sends follow-up texts, emails and voicemails from the same screen.
Standard is enough for most solo producers. Professional adds live coaching and the API for managers, and Premium is the plan for texting, transcripts and answering callbacks inside the dialer.
The trade-off is pace. One line per agent means fewer dials an hour than a predictive dialer, and numbers you buy from PhoneBurner stay behind if you leave.
Pros
- No per-minute charge for power dialing on any plan
- You are on the line before each call connects
- One click leaves a voicemail, sends a follow-up and updates the record
- Calls, outcomes and recordings log to Salesforce, HubSpot and Zoho CRM
- ARMOR watches your numbers for spam labels and asks carriers to lift flags
- Calling hours follow each contact's area code by default
Cons
- One line per agent, with no predictive or multi-line mode
- Texting, transcripts and in-app callback answering need Premium
- Numbers bought from PhoneBurner stay behind when you cancel
- Yearly fees aren't refunded
- No outgoing picture texts, and sole proprietors can't register to text

- Voicemail drop
- One click leaves a recorded message once you reach voicemail
- Ringless voicemail
- Not offered
- How agents connect
- By phone on every plan. The browser softphone starts on Professional
- CRM dial sessions
- Up to 500 records at a time from Salesforce or HubSpot
Inbound calls and transfers
Every plan takes callbacks to your caller IDs and can forward them to a phone you verify. Premium answers them inside the dialer and brings up the caller's record.
- Routing
- To the agent who last called, a set team member, a ring group or an outside number
- Ring groups
- Ring every member at once, with a backup number when nobody answers. Premium, in beta
- Phone menu
- A keypress menu with your own greeting. Premium, in beta
- Transfers
- Warm transfer to an agent or group on every plan. The receiving agent gets the contact details by email
- Missed calls
- Premium sends them to a voicemail inbox or a forwarding number
Phone numbers and spam labels
- Who supplies numbers
- PhoneBurner sells them by state and area code, on its carrier partners' networks
- Bring your own number
- You can verify an outside number and show it as caller ID. You can't bring your own phone carrier
- Taking numbers with you
- No. Numbers bought from PhoneBurner are lost when you cancel
- Local presence
- Shows a local caller ID once you prove you do business in each state, for example with your NPN or license
- Number rotation
- Pools rotate numbers at random. A released number can be held 30 days to catch callbacks
- Call signing (STIR/SHAKEN)
- A or B rating for registered PhoneBurner numbers, at least B for verified outside numbers
- Spam label monitoring
- ARMOR, at $5 a number a month, watches every purchased number and asks carriers to lift flags
- How long removal takes
- About 2 to 3 business days at AT&T and T-Mobile and about 21 at Verizon
- Branded caller ID
- Dropped in September 2024. PhoneBurner points customers to First Orion
Do Not Call, calling hours and consent
- National Do Not Call list
- You buy your own subscription and area codes. DNC.com can scrub as agents dial, as a separate subscription
- State lists
- You buy and scrub the ones that apply to you
- Your own do-not-call list
- Agents mark a number or the whole contact from the call outcome. A whole-contact mark can't be undone
- Calling hours
- 8 AM to 9 PM in the time zone of the contact's area code by default. Admins can change the window, and toll-free numbers aren't blocked
- Consent records
- Not tracked. Keep your own
- Opt-outs
- A text reply such as STOP blocks future texts and adds the number to your account's do-not-call list
What stays with you PhoneBurner enforces the hour window and a do-not-call flag. Your federal and state list subscriptions, proof of consent and opt-outs that arrive by phone or email are still yours to manage.
Texting and registration
- Plans with texting
- Premium, with 1,000 outbound texts a user each month and unlimited inbound
- Extra texts
- $15 per 1,000, billed when you run out. Unused texts don't roll over
- Pictures
- You can receive them but not send them
- Carrier registration
- PhoneBurner's trust team files the 10DLC registration (US carrier registration for business texting) under your legal name and EIN
- Fee
- $50, not refunded if the carriers decline
- Who can't register
- Sole proprietors
- Time to approve
- 15 to 20 business days, sometimes longer
- Your website needs
- A privacy policy, texting terms and an unchecked texting consent box of its own on your contact form
- Text history
- Only the agent who sent a text sees the thread
Call recording and Medicare
- Recording
- Admins choose inbound, outbound or both, then turn it on for each agent. Only calls marked as live answers are recorded
- Recording notice
- You set it. State consent rules are left to the agency
- How long it's kept
- 30 days on Standard, 90 on Professional and no limit on Premium. Moving to a lower plan can delete older recordings
- Export
- Download with a dial session export, or as a zip file from reports
- Transcripts
- Premium adds transcripts, call summaries and talk ratio. Its AI tools can't be used with protected health information
- Transfers
- Record the whole call, none of it or stop at the transfer
- After you cancel
- Recordings aren't kept, so download them first
CMS's rule for the 2027 plan year sets at least six years for Medicare sales calls. Only Premium keeps recordings past 90 days, and only while the account stays open, so Medicare agencies should copy them to their own storage.

Corrections
Vendors change their pricing all the time and they don't email us when they do. So if you see a price on here that's gone up, a plan PhoneBurner quit selling or a contract term that reads different now, let us know and send the link to the page where PhoneBurner has it. Somebody here pulls up that page and checks it before we change anything on ours.
