How Much Does Insurance Licensing Software Cost?

By the IAT editorial team | Updated October 9, 2026

Three of the nine licensing tools here put prices in dollars on their sites. Six price by quote only. Agenzee publishes $20 a month, billed yearly ($29.99 billed monthly), the only subscription price here.

SureLC ($4 per state license) and InsureTrek ($7 per application) charge per filing, and SureLC quotes its subscription. Every price is dated October 2026.

Pricing models

Per producer. Agenzee's Solo Producer plan is for one person. Agencies get Business, which is priced by quote.

Per filing. SureLC charges $4 per state license and InsureTrek charges $7 per application. Tracking is free on InsureTrek.

Published prices by vendor

We list these in the default order built on trust factors. A higher spot is not a quality ranking.

Setup and one-time fees

Three of the nine list a setup, onboarding or other one-time fee, and one of those gives a price. Count any one-time fee in your first-year budget.

  • SureLC. One-time carrier setup: Adding a new carrier or agency specific forms costs $100 an hour for existing SureLC clients and $200 an hour otherwise, paid up front, about five billable hours per carrier by SuranceBay's estimate.
  • AgentSync Manage. Implementation is professional services under a Statement of Work.
  • Sircon Producer Central. State fee deposit at setup: Vertafore's terms allow a deposit equal to the average of two months of state fees.

State and NIPR fees

Each state sets its own license and appointment fees, and NIPR adds a transaction fee to each filing. SureLC and Agenzee both say NIPR fees are never refunded and state fees only where state law allows.

Who pays depends on the tool. You or your producer usually pay with each filing. Sircon Producer Central bills the carrier, and ACCEL pays state fees for its managed clients and reconciles them each month.

SuranceBay's own example takes a $100 state fee to $112.22 on SureLC. It lists a $4.25 NIPR fee, but NIPR's own page lists $5.60, so expect about $1.40 more per license.

Contract terms

The contract decides what you pay over time and what it costs to leave. Read the term, the renewal rule and the notice period before you sign. RegEd Xchange Producer Management, Producerflow, Rhoads PCRM and ACCEL GreenLight publish no contract terms, so they are not listed.

The default order goes by trust factors. It is not our pick of the best.

Frequently asked questions

How much do licensing tools cost?

Three of the nine licensing tools on this page publish prices in dollars. Agenzee publishes $20 a month, billed yearly ($29.99 billed monthly), the only subscription price here. SureLC ($4 per state license) and InsureTrek ($7 per application) charge per filing, and SureLC quotes its subscription.

Which licensing tools charge per person?

Agenzee publishes a price per person.

Are add-ons included in these prices?

No. These prices leave add-ons out. Each vendor profile lists them.

Why do so few licensing tools publish prices?

Six of the nine set the price in a quote or an agreement, so a number on a website is the exception here. Whichever one you call, ask for the full first-year cost in writing and make sure the setup fees and the contract term are in it.

Where do these figures come from?

They come from the vendors' own pages and are as of the month shown. If a vendor did not publish something we left it out.

How we researched this. We based this page on each vendor's published pricing where available, terms and product pages, reviewed in October 2026, together with our team's experience working with insurance agents and agency owners since 2008.
