Risk Placement Services review for retail agents: programs, access and binding authority

By the IAT editorial team | Updated October 9, 2026

Risk Placement Services, or RPS, is Gallagher's wholesale arm. It offers brokerage, binding authority (the power to commit a carrier to coverage), more than 50 programs and online platforms for admitted and small business accounts.

It suits agencies that want one wholesaler for both hard-to-place and standard small commercial. You register online in myRPS and sign the retail producer agreement.

Our take

RPS covers a wide range of risks. Brokerage specialists handle industries from aviation to agriculture, and RPS binds for carriers and as a Lloyd's coverholder.

For small accounts it has online tools. Standard Express compares admitted carriers, and RPS Small Business binds professional, cyber and comp in minutes.

It also keeps claims and premium finance in house, through RPS Claims and First Premium. The producer agreement itself isn't public, so commission terms come after you sign.

Pros

  • Admitted and E&S markets under one appointment
  • Online quote, bind and issue for small business lines
  • In-house claims examiner on each account
  • Its own premium finance company
  • myRPS reports on commissions and expiring policies

Cons

  • Online platform policies don't show in the myRPS Policies tab
  • E&S Personal Lines Express is Florida only
  • Platform access can depend on your network
  • Commission terms aren't published

"Takes your submission" means you send the risk to the firm, and "Underwrites" means its own staff set the terms. "In house" under Binds means the firm can commit the carrier without asking first. A blank cell means the firm hasn't published that step.

Corrections

Vendors change their pricing all the time and they don't email us when they do. So if you see a price on here that's gone up, a plan Risk Placement Services quit selling or a contract term that reads different now, let us know and send the link to the page where Risk Placement Services has it. Somebody here pulls up that page and checks it before we change anything on ours.
